Closing threads

I think that us moderators should be able to close threads in the Help Section.
It lets the other moderators know which problems have been solved, and which haven't.
If we delete them, then the regular members can't view them, and they might be having that exact problem.

I noticed that we can't sticky/bump threads, either.
We'd be able to do our jobs better if we had all forum permissions.

AGREED, with the exception of some powers that should only be available to the admin
