I can't seem to use any of the controls in the post box...like the smilies, font size, color, insert picture button, none of it...I have to type it all in manually.

Did you try highlighting the text first?
mine only works unless i do.
And if you look under the "quick reply" box, there is a "posting rules" box, with a link to all the smilies.
