It says img code is off. Are you sure that regular users can do that and not just mods.

I went onto another account and tried it, you were right.
I'll ask admin about the regesterd users getting image signatures too.

It's a very common thing whilst running V-Bulletin for only Moderators to have that privelage. It's a default.
